The Future of Foreign Policy with a Democratic President & Republican Senate

President Obama and his Chinese counterpart this week announced agreement on a plan to curb carbon emissions

The President is in Asia to meet with leaders to discuss a variety of key issues.

But the climate agreement faces an uncertain future, owing to the opposition of Congressional Republicans. The GOP now controls both the House and Senate, which will impact the President’s ability to accomplish the foreign policy aims of the last two years of his administration.

Art Cyr is Lake Effect's foreign policy contributor and Clausen Distinguished Professor of Political Economy and World Business at Carthage College. Cyr speaks with Lake Effect's Mitch Teich.

Previously he was President of the Chicago World Trade Center, the Vice President of the Chicago Council on Foreign Relations, a faculty member and executive at UCLA, and an executive at the Ford Foundation. His publications include the book After the Cold War - American Foreign Policy, Europe and Asia (Macmillan and NYU Press).
