Milwaukee County and other local branches of government, and other states, are facing great difficulties in meeting their pension obligations to retirees. One shining exception is the state of Wisconsin. According to a new study the Pew Center on the States has released, Wisconsin is one of only four states with a fully funded pension program. Kathry Barrett works for the Pew Center. She spoke with WUWM's LaToya Dennis about why Wisconsin is able to fund both its pension and health care plans for current and former employees.
