Wisconsin drivers will be required to carry auto liability insurance beginning Tuesday. About 15 percent of the state's drivers are currently uninsured, roughly the same as the national average. Wisconsin Insurance Alliance President Andy Franken says it's unrealistic to believe all drivers will be insured as of Tuesday, and there will always be a percent of drivers who don't carry insurance. Police can only enforce the law if a motorist is pulled over for another offense.
