According to a statement from Wisconsin's Menominee Tribe, the Oneida Nation has granted its consent to the creation of a casino in Kenosha.
The Menominee Nation wants to contract with the Seminole Tribe's Hard Rock International to build an $800 million gambling and entertainment complex at the site of the former Dairyland Greyhound Park.
Gov. Walker reportedly reiterated his stance at a meeting Wednesday with representatives from four tribes, that he will only approve the project if all 11 tribes in Wisconsin agree to it, if Kenosha wants it and if there is no net increase in gambling in Wisconsin.
Three tribes - the Potawatomi, Ho-Chunk and Oneida have expressed opposition to a Kenosha casino, but the Oneida has now switched positions.
Those opposed stated fears that a sprawling casino and entertainment complex near populous northern Illinois would siphon business from their their gambling venues.
Menominee Chair Craig Corn has said he's confident he can design a proposal that would satisfy the other tribes, by mitigating the impact a new casino would have on their operations.
The governor has given the Menominee until next week to meet his demands. Walker has sole authority to grant or deny the development of a new casino.
