The legislature's Joint Finance Committee will consider changes to the state's rent-to-own laws and a proposed expansion of the state's DNA registry.The Walker administration wants new legislation governing rent-to-own stores that would not require the businesses to disclose interest rates. Critics say the companies prey on the needy by charging exorbitant rates. Industry advocates counter the contracts are not credit transactions and should not be subject to the state's consumer protection laws. The Joint Finance Committee will also consider a plan to take DNA from anyone arrested for a felony and anyone convicted of of any crime. Under existing law, the state only collect DNA samples from convicted felons and sex offenders.
