Arrests Resume in State Capitol
Police again arrested demonstrators inside the Capitol rotunda, for gathering without a permit. They're challenging the Walker administration's policy of requiring a permit.
Last week, Capitol police issued nearly 80 citations to people for violating the rule. Then Monday, a different group of demonstrators - one that supports Gov. Walker and had a permit, occupied the Capitol, while the so-called "Solidarity Singers" did their chanting outdoors.
On Tuesday, about 100 of the latter moved back inside and resumed singing lyrics critical of the administration and Republican policies. Police ticketed 30 protesters.
A federal court will consider the constitutionality of the permit requirement, early in 2014, but in the meantime, ruled that the administration could require permits for groups of 20 or more. Initially, the plan mandated permits for groups exceeding three people.
